a senior clerical test examination. The examination should be held

by a small Board appointed by the Governor and the subjects of examination would be somewhat the same as those in force in the

Straits Settlements and Federated Malay States for the Senior

Clerical Examination. I also recommend that there should be a junior clerical test examination for promotion from Crade to Crade

in the lower Grades.

I am satisfied that the salaries paid in the

lower Grades which, except in the Post Office, which has been separately dealt with, are now almost entirely filled by Chinese compare favourably with the rates paid outside the Government

Service for Chinese clerks.
